You have to bypass the rockstar social club login page by navigating to a file and disabling it navigate to: local disk (c:) > program files (x86) > steam > steam apps > common > grand theft auto iv > gtaiv once there, find a file called pauldll and rename it to pauldlldisabled restart the game and it should load.
